Advanced technical, secretarial and administrative work under the general supervision of the Building Official.
This position requires some knowledge of general construction terms and activities involving plans studies concerning municipal buildings and various City projects.
Work requires the exercise of initiative, independent judgment, and discretion in various clerical duties.
Duties may also consist of budget analysis and preparation of status reports.
Scheduled work hours are Monday through Friday 8:

Occasional overtime may be required.
ESSENTIAL JOB FUNCTIONS:
The following duties are normal for this position.

- Provides information and answers questions regarding the City's rules and regulations for building permits.
- Provides assistance to applicants for completing required forms and applications.
- Processes building permits, calculates fees, and issues permits.
- Takes requests for inspections and coordinates inspection scheduling.
- Assists in the coordination of development plan reviews with other City Departments.
- Maintains accurate records of licenses and insurance on contractors working with the City, both licensed and non-licensed and sends renewal notices annually.
- Keeps abreast of City ordinances, laws, policies, and procedures affecting building and permitting.
- Assists in processing purchase requisitions and maintaining an accurate account of expenditures.
- Relieves an administrative superior of routine administrative details such as requisitioning or ordering supplies and equipment, preparing budgets and payroll, checking operating reports for accuracy and conformance to policies and standards; and updating publications for the administrator's final approval and attends various meetings involving the department when required - Utilizes computer to prepare final copy of reports and correspondence, invoices, statements, and other materials from copy or notes; composes letters, memoranda, minutes, notices, and other material - Maintains specialized manuals or automated files and records; may oversee specialized documents - Answers, screens, and refers callers; answers various inquiries personally; provides information on departmental services and functions; maintains appointment schedules; orders office supplies - Collects and compiles data for administrative and annual reports, agendas, bulletins, questionnaires, agreements, contracts, briefs, and other City documents; makes varied arithmetical computations on material assembled - Coordinates any training for the Safety Services / Permit Tech.

Qualifications:
KNOWLEDGE, SKILLS AND ABILITIES - Ability to understand local government policies, procedures, and services.
- Ability to understand the full scope of authority of the Building Department.
- Ability to understand and implement applicable administrative sections of the Florida Building Code relating to insurance, licensing, and other issues.
- Ability to communicate effectively with the public in processing permit applications or code complaints.
- Ability to maintain cordial working relationships with other employees and contractors.
- Ability to maintain accurate financial records, detailed reports and perform mathematical calculations using computer spreadsheets.
- Ability to use various computer software applications.
- Knowledge of business communications, modern office equipment, practices, and procedures in the maintenance of clerical records and preparation of reports - Knowledge and understanding of departmental operations, policies, and services of the department, division, or program in the assigned area.
- Ability to supervise a subordinate clerical staff on a permanent or intermittent basis if required and to maintain an effective working relationship with other City employees and the general public - Ability to exercise mature judgment and to make independent decisions in accordance with established departmental policies and procedures.
- Possession of a valid Florida driver's license EDUCATION/EXPERIENCE High School graduate or GED with minimum of three (3) years experience in general office duties including some experience related to the construction industry (building, real estate, financial).
Must have computer skills in word processing, spreadsheets, databases and other specialized programs.
(2) years' experience as an administrative or technical secretary involving municipalities or another government entity desired.
Bi-lingual experience would be considered an asset in this position.
