Compliance Accountant

General Description Benefits Supplemental Questions
Review financial reports, grants, and other agreements approved by the Pasco County Board of County Commissioners for fiscal and audit requirements submitted to Federal and State grantors. Ensure the timely and accurate posting, balancing, and reconciliation of the general ledger, and that the financial services operations adheres to the laws and regulatory requirements for its financial activities, as well as with internal policies and procedures. This position reports directly to a division manager.

Reviews and analyzes accounting/fiscal data and records/reports from department/divisions of the Board of County Commissioners or the Office of the Clerk & Comptroller, as part of a financial operations division including compliance with grant contracts.
Prepares standard journal entries and posts transactions to proper accounts.
Prepares summaries, trial balances, and related reports and statements for assigned division.
Reviews and approve all grant related journal entries, grant projects, grant accounts, grant closures, and year-end accruals.
Prepare and maintain grant narratives for intergovernmental grant revenue process.
Assist in the preparation of policies and procedures along with month-end open and close processes.
Assist in the preparation of the interim and year-end Single Audit, audit schedules, and data collection form.
Assist in department training on Single Audit preparation and reconciliations.
Receives funds, prepares deposits, and reconciles bank statements.
Conducts field audits within the scope of assigned financial division.
Reconciles and balances financial statements, inter-fund transfers, grants, and accounting records to the appropriate ledgers.
Assists in the preparation of operating budgets.
Design, implement, and maintain standard risk assessment matrix.
Review, test, and implement policy and procedures to improve internal controls and ensure they are functioning as planned.
Provide training and entity level surveys to build internal controls and compliance awareness to all team members.
Ensure timely reconciliation and resolution of reconciling items.
Composes correspondence.
Performs related work as required.
Typical Qualifications and Minimum Qualifications:
Requires a Bachelor's degree in Accounting or Finance, or an equivalent combination of education, training, and experience that would reasonably be expected to provide the job-specific competencies noted above.
Basic knowledge of government accounting and auditing principles, practices, and theory, together with applicable laws, rules, and regulations.
Demonstrated computer skills using word processing, spreadsheet, database, and accounting software including knowledge of Enterprise Resource Planning (ERP) systems. Testing may be required for this position.
Type at 30 cwpm preferred.
A valid driver's license is required.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
