General Description: All areas of professionally responsible work in the Surveying and Mapping Division. As the principal assistant and right hand of the County Surveyor, to represent him/her and the Surveying and Mapping Division in meetings and on projects. Always projecting, professing, and supporting the County Surveyor's vision for the new direction and policies of the Surveying and Mapping Division with respect to Professionalism and all field and office aspects of the Professional Surveying and Mapping in the State of Florida. An employee assigned to this position functions as the principal assistant to the County Surveyor.
EMERGENCY RESPONSE/RECOVERY ACTIVITIES: All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
Essential Job Functions:Oversees the day to day operations of the Plat Review Section of the Surveying and Mapping Division and supervises a Plat Review Technician. Oversees, and is wholly responsible for, the entire Plat Review process including but not limited to Plat Review, Developer/Plat Submitter relationships and meetings, contact, and handling of inquiries, and overseeing the entire Agenda Memo process and deadlines with the Plat Review Technician, and representing Surveying and Mapping at Pasco County BOCC meetings. Reviews and approves private Surveyor's and other submitted Surveys and Legal descriptions for Real Estate, CDD's for Development, Zoning, and all others. Functions as field member of survey crew and operates survey equipment if ever required and performs technical field survey work. May be assigned to special projects or programs to relieve the County Surveyor of administrative details and production workload. Prepares and reviews computer drawings of surveys and right-of-way maps, etc. Researches, lays out, and assists scheduling work for survey crews. Reviews the results of their work and resolves any problems. Performs Surveying and Mapping calculations on geometric problems and reviews calculations. Prepares and reviews legal descriptions and makes necessary sketches for court documentation. Oversees production of Surveying and Mapping technical personnel. Estimates time/cost of projects, and time/cost management. Performs related work as required, i.e. Emergency Operations as required.
Knowledge, Skills and Abilities:
Knowledge of all County codes and procedures and/or the ability to learn them fast.
Knowledge of all possible types and procedures of Surveying and Mapping Pasco County could employ.
Knowledge of Pasco County's LDC and/or the ability to learn and enforce requirements with Plat Review.
Knowledge of the principles and practice of Surveying and Mapping in the State of Florida.
Knowledge of Surveying and Mapping related Florida Statutes, Laws, Florida Administrative Codes, Requirements, Procedures, etc.
Knowledge, Skills, and Abilities with legal descriptions.
Knowledge of basic management principles.
Ability to read and interpret complex survey engineering plans.
Ability to operate field surveying instruments.
Ability to reduce and plot field notes.
Ability to supervise the work of subordinates.
Skill in the use of all surveying field equipment deployed at Pasco County and PC environment software and computers: geometry/COGO, CAD, spreadsheets, databases, World/Earth Mapping systems, and word processing programs.
Minimum Requirements:PHYSICAL SKILLS: Ability to lift and/or move up to 40 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Ability to communicate effectively using verbal, written, and visual communication. Requires walking, stooping, and bending. Requires working outdoors and indoors.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Surveying, Geomatics, or other closely related field and six (6) years experience as a Florida Professional Surveyor and Mapper (PSM) OR an Associates Degree and eight (8) years experience.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Registration as a Land Surveyor in the State of Florida required. Must possess a valid driver's license.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
