Location: New Port Richey
General Description: Administrative and technical work involving the minimum housing and condemnation process and demolition of unfit or unsafe commercial and residential structures. Supervises assigned office and field staff. Presents cases to various regulatory boards. Performs related work as directed.
EMERGENCY RESPONSE/RECOVERY ACTIVITIES: All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal.
Essential Job Functions:
The duties as delineated below are representative of the duties of the class and are not intended to cover all the duties performed by incumbents of any particular position.
Works under the general supervision of the Building Official. Directs, supervises, assigns, and participates in the operation and activities of the County's Minimum Housing and Condemnation programs to ensure compliance with the applicable ordinances, codes and regulations. Provides work direction, assignment of duties, evaluation of work performance, and discipline of assigned staff. Participates in administrative, civil, and criminal investigations from the initial conception through final resolution. Mediates consumer/contractor complaints. Performs on-site inspections of all issues.
Knowledge, Skills and Abilities:
Knowledge of general construction, inspections, condemnations, licensing laws, ordinances, and policies.
Knowledge of construction codes, methods and procedures, and general practices.
Ability to communicate effectively with Engineers, Architects, contractors, subcontractors, governmental agencies, and general public.
Ability to investigate complaints related to alleged contractor licensing violations, construction practices, and/or general issues associated with the functions of the section.
Ability to effectively educate and evaluate office and field investigative staff.
Ability to interpret and disseminate knowledge of current laws and policies regarding contractor licensing, construction codes and related topics.
Ability to operate with limited direct supervision.
Requires superior documentation skills.
Ability to operate a computer.
Minimum Requirements:
PHYSICAL SKILLS: Ability to lift and/or move up to 40 pounds and also push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Ability to communicate effectively using verbal, written, and visual communication. Requires working indoors and outdoors. Requires the ability to visit the entirety of construction sites, including locations that may involve walking, stooping, bending, climbing, and crawling.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with an Associate's degree in Public Administration, Engineering, Architecture, Building Construction or related field and Three (3) years experience experience as a certified/registered general, building, residential, mechanical/air conditioning, electrical or plumbing contractor OR Three (3) years experience in the regulation of certified/registered contractors with a governmental organization.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Standard certification as per F.S. 468 as an inspector or plans examiner in the building, electric, mechanical or plumbing trades, or certified or registered as per F.S. 489 as a Division I Contractor required. If applicant is qualifying by certification or registration per F.S. 489, then applicant must become provisionally licensed as an inspector or plans examiner as per F.S. 468 within 120 days of hire, and standard licensed within one year from date of hire. Must possess a valid driver's license.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
